For State revenue boards and LGAs

Collect what the informal sector owes. In full. Without task-force harassment.

Markets, shops, transport and waste on one system. Traders and drivers pay small amounts from any phone, the money lands in the State account, and your Board sees every naira the day it is paid. No touts. No cash in anyone's hand. Nowhere for revenue to leak.

What your State gets
More people paying, more often A day, a week or the whole year: payment fits how the informal sector earns, so far more of it pays.
Every naira accounted for Paid from the payer's own phone straight to the State. No collector, agent or officer ever holds the money.
A register nobody can pad Every shop, vehicle and building counted door to door, with GPS, photos and the owner's own phone as proof.
Compliance without confrontation Reminders and fair notice first. Enforcement is the last step, not the business model.

Every payment confirmed to the payer
Why we built Ovend

The informal sector is where the revenue is. And where it leaks.

Market traders, street shops, keke and bus drivers, households paying for waste: millions of people who earn daily and spend daily. Ask them for a large sum at once and most cannot pay. Send collectors with cash, paper or agent-sold tickets, and the money thins out before it reaches the State: fake tickets, double charging, touts, and figures nobody can check.

Push harder and task forces move into markets, shops, streets and parks. Then come the protests. Revenue rises for a month and trust falls for years. Ovend was built to break that cycle: make paying easy, make leaking impossible, and make enforcement the rare last step.

The usual way
Collected by hand, checked by force
Hard to pay, easy to leak, and resented on the street.
With Ovend
Paid by the payer, seen by the State
The same levy, paid when people can, recorded the moment they do, checked by anyone in seconds.
How Ovend compares

E-ticketing moved the ticket online. Ovend fixes the collection.

Many States have digitised the ticket and kept everything around it: agents selling it, cash changing hands, a register built at the point of sale, and enforcement by task forces. Here is what changes with Ovend.

The usual way With Ovend
How people pay Cash to an agent or collector who sells the ticket From their own phone: USSD on any handset, the app or a bank transfer. Nobody handles cash
How much at once A daily ticket, or one large yearly sum Any number of days, weeks or the whole year, priced on a fair scale the State sets
Who is covered Mostly vehicles at parks and junctions Shops, markets, vehicles, buildings and waste, on one account per payer
The register Built as tickets are sold, by the people selling them Counted door to door with GPS and photos; each owner proves their own phone; duplicates are caught and held
Checking a payment An enforcer's online lookup, or a paper ticket that can be forged Anyone checks any shop, vehicle or notice in seconds, by USSD, even without internet
When someone owes Task forces sent into markets, shops, streets and parks A reminder, a grace period, then a final notice anyone can verify. No touts
What the State sees Totals reported later, by whoever collected Every naira live, by service, LGA, market and officer, for the Board and Government House
The people in the field Hard to trace, paid whatever they collect Verified before they start, every action on record, paid only for verified work
Services

Every informal-sector revenue. One system.

Start with the revenue that leaks most and add the rest when you are ready. Each service works the same way, so payers learn once and the Board sees every stream in one place.

For taxpayers

Markets and shops

Traders in markets and on the streets keep their shops covered in amounts they can manage, from any phone.

Transport

Daily tickets and yearly vehicle fees, paid before the vehicle moves.

Waste management

Homes and businesses pay waste charges in the same simple way, with every premises on the register.

And more

Other State and local government taxes, levies and permits are added as your State needs them, without changing how people pay.

For the State

A complete register

Every taxpayer, shop, vehicle and premises counted in the field by an accountable team and kept current, at no cost to the State budget.

Dashboards for the Board and Government House

Revenue and compliance by service, location and LGA, ready to act on and to print.

Audit you can stand behind

Every naira traced from the bank to the taxpayer and the service it paid for.

A field team you can hold to account

Every officer verified in person before they start, measured every day, and paid for results the Board can see.

Revenue without the backlash

Higher revenue, without the strikes and the protests.

Revenue drives built on task forces end in the press. Ovend raises compliance the way people accept: easy to pay, fair to everyone, and nothing a tout can exploit. Traders and drivers see a State that is organised, not a State that is chasing them.

And the Executive Governor stays in control: targets, levies and when they are collected are the Governor's to set, and any change an officer proposes waits for approval.

  • Reminded before anyone is chased
Payers get an SMS before their cover ends, and a grace period after. Each payer has a relationship manager who calls first.
  • One levy, one account, one receipt
No multiple tickets for the same vehicle or shop. Fixed, published charges, and every payment confirmed to the payer.
  • Nothing for a tout to sell
Nobody can take cash or sell a ticket. Every payer can check their own status at any time, so nobody can mislead them.
  • Notices nobody can fake
A final notice comes only after the grace period, and anyone, including the police, can confirm it is genuine by USSD.
  • Fair when life is hard
Penalty waivers for real hardship, capped and reviewed by a supervisor. Levy-free periods the Governor can declare.
  • Officers you can hold to account
Every officer is verified in person, every action is on record, pay follows verified results, and no officer ever holds the money.
